Roosevelt used an arbitration commission to intercede the 1902 coal strike and selected experts to inspect the meat packing industry. Some of the experts include, Dr. Wiley who is the principal chemist had assisted the Pure Food and Drug Act get approved. Also, Gifford Pinchot controlled the United States Forest Service, he was a professional conservationist.
