x + 4 > = 1/2(x - 3)
x + 4 > = 1/2x - 3/2
2x + 8 > = x - 3
2x - x > = -3 - 8
x > = - 11

so not included would be any number that is less then or equal to -11.....such as -11, -12, -13....etc
