The Nobles in Rome had overthrown the King and replaced him with two consuls that were elected to serve for a one-year term. The Patricians were the class that could be members of the Roman Senate. The Senate created the laws to rule the Empire. The Assembly was the right that the people or the Plebeians had to assembly and vote. Their strength increased with time.
