At the onset of the American Civil War, in 1861, the situation all over the United States was pretty difficult, including near to Washington D.C. Due to the fact that rebellion was rising everywhere, and it was dangerous to call Congress into session to ask for permission to remove the writ of Habeas Corpus, Lincoln, forced by circumstances, found himself doing this on his own. Under him, several opponents from the war were sent to prison even before Congress acknowledged what was going to be done.
But Congress decided to support the actions of President Lincoln, and through the passage of the Habeas Corpus Suspension Act, of 1863, Lincoln´s actions were justified.
Essentially, I do not believe that civil liberties should be suspended, at any time, regardless of the situation. However, one thing is to say this when one is outside of a conflict that was proving to have the capacity to break the country apart, and another, to be right in the middle of it. And given the circumstances, the fact that it was mostly greed, and wrong perceptions, that led people to choose to fight in such a way, to the point of threatening the wellbeing of the majority, in this case, I have to say that it was, if not correct, possibly the only recourse left to Lincoln at the time. And I do believe also that the wellfare of the group must supersede the wellfare of the individual, especially if that particular interest is mounted on injustice, or inhuman actions, like slavery.

And It can be believed that the well-being of the collective must take precedence over the well-being of the individual, particularly when that particular interest is based on injustice or inhumane acts, such as slavery.
