Let y=0 and solve for x to find the x-intercept:

0 = (1/2)x + 4, or x = -8.  Then the x-intercept is (-8, 0).

Plot (0,4) and (-8,0), and then draw a line thru these 2 points.

Alternatively, plot a dark dot at (0,4).  Since the slope is 1/2, move 2 spaces to the right from this dark dot, and then 1 space UP.  Draw a line thru your two points.
