Under lottery system, the right to own a car could only be obtained based on pure luck.

This system indeed provide the people with 'equal chance' to obtain the car, but the chance to obtain it is very low to begin with.

United states have 'unequal chance' to obtain a car but the chance to obtain a car  it is extremely high. So 'equality' to obtain in Cuba is not necessarily a good thing.
