They were looking at their best chance of survival. Due to the fact that they were both small nations, their best thought course of action was to remain isolated. They figured that they would be able to survive if they were isolated. Korea had to deal with invasions in the past and didn’t want to deal with that, and they were one country that hadn’t been touched by the Europeans. Japan saw the Europeans as barbaric and crude. The Europeans kept trying to change their rules and culture. These things led both countries to isolation, changing their contact with the outside world.
