I can't see the image, but since the forces remain equal and opposite (just of a different magnitude) the resultant force will still = 0. And since an object cannot accelerate without a resultant force, the rope will remain motionless.

i.e. Option D) The forces are balanced. Thus, there is no change in forces acting on the rope and the rope's motion is not affected

the answer is D because the forces are balanced ;)
