Yes because the punishments would become harder and more tougher for the criminals to handle therefore not going through the pain and tolerating going to jail

I think yes.

Firstly, crime rates grow exponentially because of the connection within the environment. Keeping that in mind, let's test that theory of yours.

If they were tougher on the criminals for their actions, yes, some criminals would be weary of committing crimes in that area because of this. This is not certain, but it's my opinion on the matter.
