Why is deviant behavior not adequate for the diagnosis of a psychological disorder?

Individual abnormality can be concealed from society if the person does not participate in social revelry.
A behavior labeled unconventional or wrong in a certain culture may be appropriate or even expected in another.
Any behavior that goes against the set standards of the society in which the individual lives is frowned upon.

It's either this one or the last one. Any kind of behavior to be considered adequate for a diagnoses has to seriously impair and impact a persons life and ability to function in it. Just because we don't like a certain behavior doesn't mean it is a illness.
