Based on the reading, Upton Sinclair would most likely agree that the government must have a role in regulation of the meatpacking companies.
Upton Sinclair was an American writer who is famous for his novel "The Jungle" (1906), which depicted the poor sanitary and labor conditions under which the people in the meatpacking industry worked. This book caused major public outrage. As a response to this, the government would eventually pass the Pure Food and Drug Act and the Meat Inspection Act, both in 1906. This formalized the role of the government as a regulator in this industry.
