Washington did recommend that the recruitment of African Americans for service in the Continental Army be discontinued. but I'm pretty sure he is the one who allowed them to enlist in the first place... I think he just wanted them for arms, the British were doing this too, and he probably stopped enlisting them for tactical purposes.
He often used Black men as spies because the British were offering the blacks freedom, because of this the British were not suspicious.
