They were written by Federalists to promote the ratification of the US Constitution.
The main objective of The Federalist Papers was to explain the proposed new constitution, after the first one that already existed, and it was called: The Articles of Confederation, to the people of New York with the hope of encouraging them to give validity to the new constitution in the next confirmation convention.
They defined in detail the shortcomings of the Articles of Confederation, and the need for a stronger federal government, and then explained the specific elements of the proposed constitution.
