I think C is the answer to the question, since the poem is about hope, which makes the tone hopeful. The author also mentions some negative things (which makes it bittersweet too), especially in the last few lines of the poem, "Yet, never in extremity, It asked a crumb of me."
C. Bittersweet and Hopeful because It makes sense once you read it on, Hopeful because like what it said "Hope is the Thing with Feathers" Bittersweet because "Sweetest in the gule is heard" and "It aksed a crumb of me".
