This  is  because   the  order  required provision  of  other  person  of  Japaneses  ancestry  to  report  to  assembly  center  and  detention  is  provided  to  such  person  in  assembly. The  court  wanted  to  held  the  need  to  protect  against  espionage  out weight  Fred  Korematsus  individual  rights  and  even the  right  of  Americans  Japanese  descent.
