The Second Confiscation Act was initiated in July 1862 in the US during American Civil War. President Abraham Lincoln's propounded it in his Emancipation Proclamation.
The law favored and directed the policy of freeing slaves that were engaged in rebellion in the U.S. The freed slaves were then employed in the Union Army and the power was given to the president.
The Act gave the right to capture and seize property. The people who refused this were imprisoned or had to work for the revolutionary orders.
