A proportional relationship between two items is one in which their ratio is constant. Or in other words if you divide the number of item that you have, by the number of the second item you have, the result will always be the same. So if you graph the values you have, you'll have a straight line that passes through (0,0). And of the 4 options you have, only one of them indicates this "A straight line can be drawn through all the points and the line passes through the point (0, 0)" The other three options either indicate that a straight line can't be drawn though all the points, or have a bizarre choice of passing either though (0,3) or (3,0).
