The best answer is All goods and raw materials were tightly regulated by the mother country.

The mother country generally had exclusive trade relationships with its colonies. This meant that the colonies were unable to conduct free trade with other nations, even if the prices of exports/imports were more attractive.

I believe the answer is:  All goods and raw materials were tightly regulated by the mother country.

During the commectical revolution, The British empire discover that spices, silks, and other commodities are rare in Europe.

Because of this, they start to regulate all goods and raw materials from colonists to ensure that the colonist focus their production on these new products. In order to do this, they need to increase the tax for products that are not included in their 'hot list' , which cause a discord between the colonists and mother countries.
