In "The Lamb", God is known as the being that made the lamb, and I quote from The Lamb by William Blake "Gave thee life and bid thee feed". God is represented as the person that does this. In 'The Tyger", it refers to the lamb, and I quote, "did he who make the lamb make thee?". In all, really God is referred to as who made both of these amazing creatures. Hope this helps!
