The answer would be theme. The themes or themata were the chief administrative separations of the Middle Eastern Roman Empire. They were recognized in the mid-7th century in the result of the Slavic attack of the Balkans and Muslim defeats of portions of Byzantine territory, and swapped the previous provincial system recognized by Diocletian and Constantine the Great.
