I think the answer would be D. because on Venus the sun is at it's top of the day and for Earth the person has just watched the sun go down.

As we can see in the picture of moon it is heading directly towards the sun and the sunlight is hitting directly the surface of Venus so a direct sunlight is always the time of Noon therefore it is noon on the surface of Venus . On the other hand we can see the planet earth. As we know that earth always rotates anticlockwise so after a while according to the picture the person will come in front of the sun which will make it a daytime so it is just before the sunrise.
