It was a collective defense treaty signed between the Soviet Union and its seven satellites states of Central and Eastern Europe. The pact was created as reaction to the integration of West Germany into NATO.

Hungary became a member of the Warsaw Pact; since the end of the Second World War Russian troops had been stationed there. Other members of the Warsaw Pact were : Soviet Union, Bulgaria, Czechoslovakia, East Germany, Poland and Romania.
