William  graham  sumner  argues  that   the   citizen are  suppose  to  be be  the  producer  and  the  consumer but Poor  people  are  only  consuming.  The  social  classes  according  to  William graham  do  not  owe  each   other  anything.They  were  two  position which  were laid that  is  the  poor  and  the  social  class position
