I believe the answer is: it's based on high number of workers in the job labor force to produce a good or service.
As the number of your workforce increased, there would be more people that can work on the transformation of raw material into finished goods.
When this happen, the expense that company have to pay for salaries would be increased, but the amount of production that the company make would also be increased.
