Single variable inequalities are quite similar to single variable equalities, but they do have a few different rules.
In this case, there is no need for those "different rules", so we can just imagine that the "<" is just an equal sign.
[tex] \frac{x}{5} -3\ \textless \ 5[/tex]
Add both sides by 3
[tex] \frac{x}{5} \ \textless \ 8[/tex]
Multiply both sides by 5
[tex]x\ \textless \ 40[/tex]
