The
Lecture in Berlin of 1884-85 was a meeting among European nations to create
rules on how to pacifically divide to Africa among them for the colonization.
The lecture was summoned for Portugal but led for Otto von Bismarck, chancellor
of the just united Germany. Although invited, the the U.S.. declined to participate. The resultant accord,
the General Law of the Lecture in Berlin of 1885, prohibited the commerce of
slaves, although not in the reality, especially in Congo Free State checked for
Belgium, but it encouraged to the European nations to colonize and to
aggressively exploit the human and natural resources of Africa, or to lose their claims
under the Principle of Effectivity
