Drafted by James Madison the Virginia Plan was a recommendation to set a bicameral legislature in the newly-established United States of America. On the other hand, the New Jersey Plan was an acknowledgement to the Virginia plan which was recommended by William Paterson. The main difference the two plan was that the Virginia plan promoted two legislative houses of with its membership based on community. However, the New Jersey plan supported one legislative house,  with equal membership for all states.
