He is saying that the “not” part is a lie and that it is a cover up ( covering the truth that he is a crooked man)

The Artist claims that since some of the recordings were missing, it is obvious that the president was aware of the break-in and intentionally tried to hide the evidence.

An artist is the person who has talent and skills to do the creative works. It comes up with the unique and innovative ideas. He is also prized for his Artistic works.

President Richard Nixon was the president of the United States who served the nation from 1969. He was searching for the missing recordings.

Thus  it can be concluded that The Artist asserts that it is apparent the president knew about the break-in and purposefully tried to conceal the evidence because part of the tapes were missing.
