Martin Luther King Jr., in response to those who asked him why didn't he call for negotiations, says that is exactly the purpose of the nonviolent direct action. To create a crisis and create the tension that will lead to negotiations in society that has for a long time ignored the problem and the requests for any kind of negotiations.
Martin Luther said that Nonviolent direct action seeks to create a crisis because it promotes tension that a community has refused to negotiate. They were forced to confront the issue. It also dramatizes the issue or gets it hyped so that it can no longer be ignored.
