Explain why the following scenario is not representative of cultural competency.

Situation: A teacher, Ms. Claybourne, is talking to a child's grandmother, Mrs. Pete, who was alive during American racial segregation. Mrs. Pete voices concerns about the potential for her granddaughter to face some of the same marginalization at school. Ms. Claybourne interrupts her to express her assertion that this will not happen.

Ms. Claybourne: "You do not need to say any more. We have a strict zero-tolerance policy in regards to bullying. Segregation is in the past. We guarantee that your granddaughter will not face any of those issues at our school."
