The adhesion and cohesion of water is a result of water's ability to form hydrogen bonds. The way a water molecule is organized has one side of the molecule having a slight positive charge, while the other has a slight negative charge. The slight negative and positives are attracted to each other, making the water sticky in  a sense, or more technically adhesive and cohesive.

The ability of water to form multiple hydrogen bonds the accounts for water’s properties of adhesion and cohesion.This stems from water’s uneven will allow distribution of electrons between the oxygen and the hydrogen atoms. So water is considered to be a polar molecule.
