I believe King would prefer to discuss the Vietnam War with his “fellow Americans” rather than Hanoi or the NLF because they were completely capable of fighting with the US.

And, because he was more concerned with domestic US opposition to American aggressiveness in Vietnam, his “fellow Americans” were the individuals he could convince.
