highlighting the data in row will enable the movement of the data to another row, without this action of highlight you can't move, copy or cut the data off from the wrong row.
you can't click in row 4 and paste because to paste you need to copy or cut, using auto-fill in row 3 won't fill it up with what is in row 4 while highlighting a cell and dragging it's borders will only expand the cell.
