This is predominantly caused by the the oscillation between two conditions as listed below
- El Niño condition
- La Niña conditions
This cycle is referred to as ENSO (El Niño southern oscillation).
In El Niño condition, the trade winds change direction as well as the equatorial surface currents. This results in warm water to pool off of South America and stop rising toward the surface.
La Niña conditions refers to the normal condition usually experienced.
