He wanted to have a safe haven for American merchants and travelers when they are in the Pacific and he also wanted to Japan  to trade with the United States since Japan was isolated for long and almost nobody had trading rights with them in the area. It was Perry's job to negotiate this and ensure treaties got signed between the two nations.
