The answer is to ensure that the government would have a strong national military. The original plan for defense in the constitution was not to have a standing army, but to have an army form in a time of need, made up of local militia men. having arms was crucial to this plan. 
also, any time a government wants to gain power over any individuals, they take away the weapons and try to make them as defenseless as possible, by first taking weapons.
