Roemer's experiment failed because of his ignorance about the dimensions of the Earth's orbit.
Roemer was trying to determine the actual speed of light in his experiments, back in the 17th century. People thought that couldn't possibly be done before him, but he proved them wrong. However, he wasn't precise either, because he miscalculated the actual Earth's orbit, thus making his experiment an incorrect one.
