It would be beneficial to do so, as environmental issues can easily supplant national borders and effect multiple countries. By working in concert with each other, nations/states can reduce the negative impact of environmental issues on their own citizenry and foster good relations with their immediate and regional neighbors, leading to increased prosperity in the long term.
