The reason the Supreme court ruled that burning flags was covered under freedom of expression but burning a cross, in some cases, was not covered under freedom of expression was because burning a cross could be considered threatening and scary, therefore, the answer is D. During the time of civil rights strife in the US, burning crosses were often used by the KKK to intimidate African Americans.
