Yes -- the political term is called a democracy. Despite that -- the government is not necessary fully controlled by the people -- in democracies, the president or prime minister is elected and voted by the people. Apart from that -- there is very minor "control" the people have over decisions, however in some cases like in Britain -- people can sign petitions to have them spoken about in Parliament.
