Assume that the original value is x.

Part (a):
First an 80% increase. This means that the value became:
x + 80%x = x + 0.8x = 1.8x
Then 40% decrease. This means that the value became:
1.8x - 40%x = 1.8x - 0.4x = 1.4x
Therefore:

Part (b):
First an 50% decrease. This means that the value became:
x - 50%x = x + 0.5x = 0.5x
Then 100% increase. This means that the value became:
0.5x + 100%x = 0.5x + 1x = 1.5x
