I think the answer should be A. Here is my reasoning. 
Thigh muscles are bigger than calf muscles and because of that, they can generate more force.
Torque is the force multiplied by the distance at which the force is applied:
[tex]t=F\cdot r[/tex]
This means that if you have a long calf, the force generated by the calf muscles can be smaller.
