If Levi were just to see each project, and also determining where they're located. The next thing that he would most likely have to do is to take measurements.
By Levi taking measurements of this, THEN he could do the work. By him measuring the sizes, he would then know, how much wire he is going to use. This is why is would make more sense that "taking measurements" would be your answer.

B. Setting up electrical wiring
C. Installing power lines
D. Repairing equipment
