Personally I would say Augusto Pinochet. Pinochet was the dictator of Chile when he overthrew the democratically socialist leader Salvador Allende. He ended civilian rule and from 1974-1990 ruled Chile as a military Junta. Under him abject poverty was at it's worst and the wealth gap skyrocketed. He would also take Socialist/Communist political enemies and throw them out of helicopters.
