Three out of five Black slaves would get a vote in Government. The Three-Fifths clause was the compromise position on the demand of large slave states, such as Virginia, that seats in Congress be apportioned according to the total population of the states.
I can't see the options, however, the Three-Fifths Compromise was a compromise during the 1787 Constitutional Convention in which three fifths of the slave population would be counted when regarding the population of a state in order to determine representation and taxation for the respective state.
This was deemed necessary as the Southern states had a much larger slave population and for all of their slave population to be counted was seen as unfair by the Northern states, which, naturally had a much smaller slave population.
