While evaporation is happening, the temperature is slowing cooling down due to not as much water in the pot that is holding the water. If you have ever taken boiling hot water and dumped half of it out, and immediately put it back on the stove, it doesn't start boiling right away. It takes minutes to heat it back up to that boiling temperature.
