Of all the counties that wanted to be classified as imperialistic, Germany wanted it the most. That's because at the time of Bismark, she was a bunch of states looking for some way to become unified. She lagged behind almost every other European country in the "colonies that mattered" category. That was part of her motive for Bismark going to war (although was rather timid about doing it) and WWI (in part). It also affected Germany in WWII; Hitler needed raw materials to continue the war. He almost drooled over the Russian Oil fields which he desparately needed. Russia's involvement in WWII is a whole other topic.
