The policies and procedures for teacher certifiaction varies by country and state.  In the United States, all educators need to have, at minimum, a Bachelor's degree and pass state teacher certification exams, usually in their subject area or grade(s) they will be teaching.  In some states, a teacher must have a Master's degree or be earning a Master's degree by a certain amount of time in order to hold a professional teaching certification.

Example: In Florida, you have to pass the general knowledge exam, subject area exam (Elementary, Middle School, Math, Science, Social Studies), and a professional exam in order to have a professional teaching certificate.
