Well, I don't really know how to formally write an entire outline, but I will give you these tips, for what to put in the essay.
First: They have to research the animals to see what their living habits are and what their natural habitat is.
Second: They have to explore through the wilderness to actually confirm the facts they research.
Third: They also have to explore through the minds, and see how they function, and how they take care of themselves and how they live.
You can make those into your "body" paragraphs.
For the Intro though: The National Park Service has to use exploration and research to conserve wildlife. They use research to find out more about the wildlife, and exploration for deeper knowledge.
For the outro, basically copy what you said but like this: The National Park Service uses research to find out more, and exploration for deeper knowledge. They have to use these tactics to help protect and conserve wildlife.
