This is pointillism an art style invented by georges sueret. He made tiny dots of different colors and they were so small your eyes mix the colors. Look closely and you will see the dots.
The image most reflects an illustration because it appears to be a visual explanation hand drawn by the artist to tell a sort of story with what he had drawn.
